We introduce another new regular monthly fly fishing column today covering the wealth of fly fishing opportunities available in continental Europe. These will be written by Laurent Guillermin who is a well-known writer and photographer from France. His first stop is the Albarine River in his native France. Welcome Laurent!

The Albarine River

Like a dream, come true!

The Albarine river is the jewel of the Ain department in the South East of France. An extraordinary work of restoration, maintenance and the excellent fishing management from the local foundation has turned the gin clear river into one of the best destinations in Europe.

According to Nicolas Goussef, president of the Fishing Federation “The Albarine river undoubtedly became in a few years one of the top ten beautiful rivers of Europe in term of quantity of native brown trout and grayling!”

Ain is a department named after the Ain River on the eastern edge of France. Being part of the region Rhône-Alpes and bordered by the rivers Sâone and Rhône, the department of Ain enjoys a privileged geographic situation. It has an excellent transport network and benefits from the proximity to the international airports of Lyon and Geneva.

The 17-kilometer-long Albarine river, with its top quality waters and its three tributaries is an enchanting place, which will prove equal to your expectations. Like all rivers in the Jura Mountains, its crystalline water is overflowing with trout, grayling, and minnows. On the upstream part, the river takes its source north of Hauteville at 950 m of altitude. This sector is completely disconnected from the intermediate river by the famous “waterfalls of Charabotte”, a cascade made up of three falls of 60, 40 and 15 metres and extremely photogenic! At the bottom of this cascade, another river takes place. The Albarine’s river receives here important contributions of resurgences, which inflate its flow before entering deep throats!

Downstream you enter a kind of small fly-fishing paradise. The local “zebra trout” is one of the most popular fishing species in France. Highly adaptable and intelligent fish I have ever seen, these native brownies furnish probably more fly fishing sport than any other in the Rhône-Alpes region. Some French scientific studies have shown that anglers and even fly anglers have lower success rates when fishing for brown trout than any other species of trout. The Albarine trout is a sophisticated feeder and a spooky fish to catch but that is part of the dream.

The river provides nowadays very clean water, good cover, proper temperature range, and excellent food supply. Grayling were introduced ten years ago and have since spread through the main river and the small tributaries. With its distinctive dorsal fin, the grayling is perhaps the most striking of Albarine’s river game fish. Found in all part of the river except up to the waterfalls, the grayling is equally at home in the large pools, small currents or flat parts. The grayling fishing opens here in May to the end of September, with the peak fishing period being June through August. Most grayling average 35 cm, but fish up to 50 cm and 4 lbs have been recorded. Feeding primarily on insects, the grayling offers one of the finest dry-fly fishing opportunities in this river.

A few fly-fishing tips:The local “zebra trout” don’t like bright light. Their eyes and methods of feeding depend on low light that allows them to hide and attack their prey. You will not catch a large one feeding on the surface during the middle of the day in bright sunlight. Go fishing early and stay late. This is how I have caught the biggest ones (5 and 6 pounds)! It is possible to catch a large brown trout on a dry fly, but it is not probable except during the wonderful mayfly season. Your best bet is to fish flies below the surface of the water, such as small pheasant tail and hare’s ear nymphs. Brownies and grayling provide great sport for the angler equipped with a four, or five-weight rod with a suitably lightweight reel. Morial Convention Center last week surrounded by members of the $658 million fly-fishing industry he represents, Jim Klug considered the anti-environment campaign in Congress and had this advice for his fellow businessmen and sportsmen:

“They better wake up to what the House is trying to do before it’s too late,” said Klug, chairman of the American Fly Fishing Trade Association. “Our industry depends on a clean environment, and if you take that away, you don’t just take away a hobby and pastime, you take away entire industries.

“No one who cares about fishing or these industries can sit on the sidelines any more. Frankly, a lot of us have just been stunned.”

They are stunned by the comprehensive nature of the House attack and by the politicians leading it.

They were surprised by the billions cut from conservation programs because it made no accounting sense; the investment is a win for taxpayers because the industries the programs support return billions more to the treasury.

More frightening was the long-term agenda for the environment spelled out by the GOP majority in the dozens of policy riders attached to some bills. These included ordering federal agencies not to enforce regulations protecting streamside wetlands, waterfowl-nesting habitat, carbon pollution, pesticide application, roadside runoff and mountaintop mining, among others. These will have no effect on the deficit, but are merely million-dollar giveaways to favored industries.

Then there were the loud attacks against global-warming science and environmental regulatory action by the GOP’s leading presidential candidates, attacks filled with outright falsehoods.

This came the same week a peer-reviewed study published by the National Academy of Sciences warned the current rate of warming could result in the loss of more than half of all trout habitat in Western states during the next 70 years.

Polls show most sportsmen identify themselves as conservatives and Republicans. So this anti-environmental march by their party has left many of them stunned and angry, including Klug.

“I’ve always been a Montana Republican, and I never thought I would see the Republican Party doing this kind of stuff,” he said.

“I guess I think of myself as a Teddy Roosevelt Republican, someone who is conservative fiscally, but who cares about protecting the environment, protecting fish and wildlife, not just because it’s the right thing to do, but because it’s smart business, too.”

Klug said the attacks that began soon after the new House took office last January were so massive and unexpected, it took a few months for even his industry to understand the seriousness of the threat. But by the end of the recent debt-ceiling debate, when massive cuts were being demanded in conservation while billions in tax credits for oil and gas were being protected, the industry and individual sportsmen were waking up.

“We have to get involved in two challenges, policy and political,” he said.

The policy challenge, he said, is educating congressmen on the financial impact of cutting conservation programs and hindering green regulations on hundreds of businesses across the nation. In addition to famous tackle manufacturers, the AFFTA estimates there are 650 specialty fly shops in the United States, plus thousands of guides and outfitters that will feel the impacts of a declining environment. And if their business drops, so will thousands of other businesses that ride their economic coattails, including hotels, restaurants and travel.

The political challenge, Klug said, is getting those businesses as well as the nation’s 60 million anglers involved.

“During elections, it’s almost a prerequisite where I live for a candidate to have his or her picture taken fishing in a stream, holding up a trout, acting like they love fishing and hunting,” he said. “But we’ve seen now once they get into office, they vote against our interests in a big way.

“Well, we have to let them know we’re watching — we’re watching every day — and there will be consequences if they vote against our interests. They have to know a clean environment is not just the right thing to do, it’s the things we need to stay in business.”

It’s a powerful message, but there are troubling signs the political establishment doesn’t much care.

While sportsmen’s groups have joined mainline green organizations in lobbying Congress the past few months, the anti-environment riders and program cutbacks continued to flow in the House, some traditional sportsmen’s allies in the Senate have been breaking ranks, and the Obama administration has failed to keep some of the big green promises it made.

Klug admitted it all makes him nervous. He has a feeling the next months and years the industry that provides his living, and the sporting tradition he loves, will be in nothing less than a life-or-death struggle.

“Look, our sport and our industry depend on clean water and a clean environment,” he said. “If some of these things get through, frankly, we won’t be around much longer.

“That’s really the bottom line. That’s what’s at stake here.”

The perfect cast of line over water, the rise of a trout to a hand-tied fly, and the drama that takes place along the monofilament between human and fish can elevate sport to art, or to a religious experience. Off the water, devout fly anglers are called to their next pilgrimage, and pray for large, speckled fish. Here are five shrines that pay homage to fly-fishing.

1. The Casting Ponds, Golden Gate Park, San Francisco

It’s all about loop, stroke, tempo and trajectory. The Golden Gate Angling & Casting Club offers free casting lessons and low-cost fly-fishing and fly-tying lessons to members and the public. Casting tournaments are also scheduled, as well as outings to some of California’s hottest fishing spots. McLaren Lodge, (650) 348-1216, www.ggacc.org.

2. StoneFly Vineyards, Yountville

StoneFly supports fisheries conservation programs with wine sales and has partnered with Off the Hook Fly Fishing to offer guided adventures to public and private waters around Napa Valley, complete with a catered lunch and VIP wine tasting. Visit the Vintage Wine Estates Tasting Room in Healdsburg Plaza to try some StoneFly cabernets. Adventures begin at $495. 6795 Washington St., (800) 222-6889, www.stoneflyvineyards.com.

3. California School of Flyfishing, Nevada City/Truckee

One of the oldest and most respected fly-fishing schools in the nation, Ralph and Lisa Cutter’s course offerings will impress even the most seasoned angler. Take a two-day introduction or an intensive course that includes entomology, trout biology, hydrology and fly selection. Special courses include nymphs and streamers. Private lessons are also available. (530) 470-0284, www.flyline.com.

4. RiverStone Gallery, Ennis, Montana
